TI counters are removed at the end of the CC phase.  My take would be
player turn.

This came up on the list before but I forgot how it was resolved: in
A83, Last of Their Strength, the Ami 10-2 takes a 1TC at the start of
the Ami RPh, and if he fails it, he's marked with a TI counter 'for the
remainder of the turn'.  Does this mean the remainder of the American
player turn or the entire game turn?  Thanks,
