[ASLML] couple o' convoy questions

If you have a convoy comprised of wagons towing guns, do they pay two extra MF per hexside crossed, one for towing (C10.1) and another for convoy movement (E11.2)?

How does one reconcile E11.535 which says: "Whenever a Column disbands, all wagons therein go (or remain) in Motion," with D12.1 that says wagons expend MF not MP and "...there is no MF cost for starting or stopping..."?  In other words if you don't have to spend MF to start or stop, what's the point of being in Motion?
