Question re Scenario KGP5 Marechal's Mill:

Does the VC contain the possibility of a draw?

The wording is:  "The Germans win immediately when they have amassed >= 7
CVP.  Otherwise, the Americans win at game end if they have amassed >= 8 CVP
and/or Control building(s) H45/I46."

So if (for example) the game ends with both sides having only 4 CVP each and
the Germans in Control of H45/I46, would this be a draw, as neither side has
met their respective VC, and since VC are listed for both sides, A26.3 does
not apply?  Or would the German win by avoiding the "game-end" VC even
though they did not achieve their "immediately" VC?
