Let me make it very clear, the rule I am suggesting is being applied
by the powers that be. NOT ME. I disagree with it - to me the rules
are clear, which is why when Q&A is asked to clarify, it is fustrating
the reply seems to completly ignore the rules as written.

Well, there has to be an SSR to make underlined units have a non-5
ELR...so
the first part of your 'rule' is incorrect; A19.132.

ELR only applies to squads/HS/leaders (A19.1)...so only they could
possibly
be "other units".

This is correct--it requires an SSR to reduce an underlined unit's ELR
