Actually, now that I'm looking at it again, I think I've got it figured out. 
  It was a combination of the various replies (thanks all) that solved it 
for me.

According to B9.324, a Hidden unit *may never claim WA*.  This means that 
the provisions of Mandatory WA that it "must" claim WA (B9.323) would 
*never* apply for as long as the unit remains Hidden, because a Hidden unit 
may never claim WA in the first place (thus trumping Mandatory WA with Rules 
Order Precedence).

Since a Hidden unit is not allowed to claim WA, there is never WA to 
forfeit, voluntarily or otherwise.  As long as the unit opts to remain 
Hidden (and there is nothing requiring it to drop Hidden status in this 
case), it could allow an enemy unit to gain WA.

However, if that Hidden unit *wants* to have WA, it may claim it *at any 
time* (again per B9.324) by simply placing itself onboard beneath a 
concealment counter.  I.e., the Hidden unit has right of first refusal, as 
it were.  It does not have to claim WA at setup -- indeed it is not allowed 
to -- but it *may automatically claim WA* (if not already claimed) the 
instant it is placed onboard beneath concealment, and "at any time" during 
play.

If Mandatory WA applies the instant a hidden unit is placed onboard, it 
*must* claim WA if not already claimed by the enemy.  Otherwise, it is an 
option that may be exercised immediately.

I believe that solves the problem.  Was my reasoning logical?  I think so.  
It now seems that my initial conclusion in this thread was quite erroneous.

(The only fly in this ointment is if Perry believes that a potential 
Mandatory WA is sufficient to force HIP loss.  I seriously doubt he would 
answer that way.  I guess one never knows until the question is asked, so I 
will give it some thought and send in a question.  Stay tuned.)
