I don't think so... The HIP squad can claim WA during SETUP - before the
game ever starts. The fact that he has wall advantage should be recorded -
or in this case it is REQUIRED that he claim wall advantage.

I disagree. The HIPSTER could be recorded with WA status - and the WA status
would be revealed when he is placed on board. I'm not sure that the rule
requires him to declare this prior to, say an enemy attempt to move into his
location.
