Well, firstly, an SSR can define that the ELR is < 5, but otherwise
underlined morale still applies.

Alternatively, Battlefield Integrity can cause a drop in ELR.  Similarly, CG
campaign rules can cause loss of ELR.

No, I think you'll find that the BI ELR drop is across-the-board when it's
in effect.  A16.2 says that the ELR drop applies to "all forces".  This is
an example of a rule overriding A1.23.  (It's higher-numbered, if nothing
else!)

That's your opponent's problem (not helped by Perry's public confusion on
this point, admittedly).  Can't speak for "Going To Church", but in the case
of "Frontal Assault", the designer has indicated to me that this is very
much intended.
