An interesting question!  Personally, I think that the moving dude has first 
claim...if made before the HIPster appears and immediately claims WA.  On 
the other hand, I can also see it being completely up to the HIP dude first 
since he basically negates the moving guy's last move (and any WA claim made 
therewith/etc.).  Hmmm, I'm leaning towards the HIP dude just for ease of 
play and consistency; no need to have a 'race' to declare WA...

The more I think about it, the more I like the HIP guy having first 
claim--even if the Brit bounces back to OG.  JMHO.
