    I'll take a shot at this. It's been some time since I felt up to answering a WA question and I think that this one is simple. 
B9.324 covers units that are concealed and would also cover a HIP unit (A12.3 HIP). The German can claim WA as they wre set up there first even though HIP and would have to claim it when they reveal and bump the British unit back
