.... Except, suddenly, you fail to understand it. Where is the exception to
A1.23? It's not in the rules -- indeed, the rules say exactly the opposite
(which can be paraphrased as "the OB-given ELR is not sufficient *by itself*
to change the ELR of underlined-morale units"). It's not on the scenario
card (no SSR). Why do you assume that A1.23 "magically" no longer applies?

To be strictly pedantic, A19.132 covers two (and only two) situations
explicitly:
First is the situation when an SSR defines underlined-morale units as no
longer having underlined morale -- in which case, of course, they suffer all
the "normal" penalties for ELR failure. This is pretty straightforward.
The other is the situation when an OB has a mixed force of MMCs, some with
and some without underlined morale. In this situation, the OB-given ELR
only applies to those units without underlined morale, and the rest have
their normal (A1.23) ELR of 5, *unless there's an SSR to say otherwise*.
Again, this is pretty straight-forward.
Now note the following very carefully: A19.132 does NOT describe the
situation of "OB ELR < 5, *all* MMCs have underlined morale, no SSR" AT ALL.
Since that situation is not covered by *any* explicit rule, we can only
assume that all of the other rules apply as they would normally -- which
means A1.23 applies, and all the MMCs have ELR 5. Therefore, only the
leaders will have an ELR < 5, per the OB.
