Perry's response (from some time back) certainly surprised the heck out of
me, especially as it was so obviously wrong <g>.
In such scenarios, the OB ELR can *only* apply to the Leaders, because the
rules indicate *very specifically* that it does not apply to the MMC,
*unless* there is an SSR specifically stating otherwise.
I.E., if there's no SSR, the OB ELR rating can *only* apply to the Leaders,
because it *cannot* apply to the MMC. Why can't it? Because A19.132 says
so, in no uncertain terms.

There is in fact no such rule. Perry thinks there is, but he's provided no
evidence to support that assertion. In any case, your "other units in the
OB" are, of course, the leaders (who do not and never have underlined
morale).

Yes, that's what I like to do too.
By-the-by, Ian Daglish's scenario from the latest Journal uses an "SS OB ELR
< 5 without SSR", and he confirmed when I queried him about it that the ELR
applying only to the SS Leaders was exactly what he had in mind.
