In my book that means that a subsequent dr of 3 will result in a hull hit and therefore Immobilization of the target.
Rolling a 1 is a CH. But since CH is NA to IH (C3.7) it would be a normal hit instead. So a subsequent dr of 1 or 3 would result in
Immobilization. A 2, 4, 5 or 6 would be a miss.
