It's not legal, per D2.31.  "VBM is not allowed along a hexside already
containing another Bypass vehicle/wreck along that hexside."

Note that the rule says *hexside*, not hex.  Although the bypassing vehicle is
in a particular hex, it's also along that shared hexside.  The second vehicle
can't also share the hexside, even if you put it in the other hex.
