I don't see it. Who says the unit getting shot at isn't yet in the road
location? There are only two possibilities. The unit is in one of the
buildings, or its in the open ground (road). The snap shot occurs in the
open ground (road - there is no "hexside location") so the shot would be
quartered.
JMO, but I'm right and anyone who disagrees is a pig-headed, short-sighted
rules lawyer. ;)
