This is what A4.63 says:
All non-ordnance Defensive First Fire vs a Dashing unit in the road Location is considered Area Fire except for Fire Lanes and
pre-exsisting Residual FP, but FFMO/FFNAM DRM apply normally.
When performing a Snap Shot, the target is not yet in the road Location. My guess is that the shot is only halved once for Snap
Shot, not also for the Dash.

Came across this at Intensive Fire last week:
A unit declares Dash to cross a road from building to building. One defender has LOS only to the hexside between the start hex and
the road hex so he declares Snap Shot. Question: is the defenders firepower quartered, once for Snap Shot and once for Dash? We
played it that the firepower was halved only, but is that correct?
