[Aslml] Falling Rubble and Bridge/Gully

If Falling Rubble lands in a Bridge/Gully hex, is the Bridge destroyed?
My esteemed opponent wants to rumble onto what he thinks is a
rubble-covered bridge at Level 0, while I think it's gone and he should
be rumbling into the Gully itself (Level -1) instead.
