[ASLML] Who Knows Whither Perry Sez?

Hello, Listers.
Just out of curiosity, I posted the following to the ASL Forums. I suppose
one could ask the same questions of the ASLML, by flip-flopping "ASL Forums"
with "ASLML"...
At any rate, I share it here only for the sake of interest. I *really* am
not trying to generate any further controversy about "Perry Sez". I just
want to generate some critical thinking about how the process may be
improved.

I will immediately admit that I have reservations about how "Perry Sez" are
disseminated to the ASL Community, and how they can be evenly and fairly
used as a means of rules dispute short of becoming official. I feel that,
while often practical to apply and seldom causing any problem during play,
the use of "Perry Sez" to communicate clarifications has the shortcoming of
non-univerality: in short, not everyone has access to them, particularly if
the "Perry Sez" is a private response not shared with the community.
I wish to assure everyone that I have no hidden agenda in asking these
questions. I will not use the data to generate any disputes, I do not wish
to stir controversy, nor will I use any information in any way to prove a
"point". I am simply curious. However, I am hoping to generate some
critical thinking about how "Perry Sez" are handled so that the distribution
of such clarifications may become official in a quicker and more readily
available manner.
[I also expect Sam to make the obligatory plug about his web site... ;-)]
