The "before entering" is a none specific time. Before the unit is even 
placed it already qualifies as "before entering". So based on A12.12, the 
off-board player should actually be able to include the "?" as he places 
his units. Which is what I do.

BTW, if it were otherwise the off-board ATTACKER could never use dummies.
