Hi Guys
You are right on the correct rule references.
All offboard units may set up concealed before the game begins and without the Defender viewing those units.
For further information, also see A2.9.
It can be argued that the ATTACKER units that do enter from offboard do not get Concealment until just before entering the board but I have never seen it played that way and never heard of anyone arguing for that being the case either.
I also checked the different Q&A/Errata on this and there is nothing that implies anything to either cause.
