A12.12...

You are simply misreading it. The rule says place "?" before entering. Even 
before a unit is set-up off board it is "before entering". The rule doesn't 
say place "?" as the unit enters. The instant I place the unit it gets a 
"?" counter because it instantly qualifies as "before entering".
