Nope...you've been playing it right.

No, you have not been playing it wrong. You are not missing a rules
reference, but you are misunderstanding A12.12. From the beginning of time
up until the unit enters the map board qualifies as "before it enters"...it
could have a "?" placed at any point during that time.
