I've looked at this before and yes, by strict reading of the rule
this is the sequence I see:
1. Defender sets up his pieces using any OB supplied ? markers as
dummies or concealment without Attacker present.
2. Defender leaves and Attacker sets up his forces (on or off board.)
3. Both players determine which unconcealed stacks may now gain concealment.
By the rule, this is even the order if one player (or both) starts
with all OB off-board. However, I've never seen anyone play it that
way. It's always been Def sets up with OB supplied ?, then conceals
all unconcealed/non-dummy units. Then Attacker does the same.
