I don't know. I agree with you. What do you do? Is it *fair* for only
one or two players to get an (official) "A", with which they will share
within their own group, and then "spring" it on all the rest of us poor
louts at a tournement? And I agree, how you do "certify" something
they've printed off their own PC that they say is genuine?

As you know, they all (the ones deemed worthy, anyway) used to get
printed on hard copy in various publications as they came out - we
were regularly updated on official Q&A.
Now, there's no need to do that, although I don't see a problem with
continuing to do that *also*. The MMP Site is a perfect medium for
near-immdeiate dissemination of new Q&A/Errata. Those w/o PCs
and/or Internet will just have to wait for the hard copy to come out,
just like before.

With respect to a tournament, if that Tournament
has a rule for disputes that can't be settled by the
players, and that rule states that the TD will have
final say, then it's up to the TD. Whatever
he uses for resources to make his decision is his
purview, and his alone. "Unofficial" Perry Sez, are
really then, just another "opinion" the TD culd consider.
That's the risk you take if you can't come to a conclusion
as players.
