You make an excellent point, and demonstrate the trouble with trying to use
public opinion statistics to make a prediction.
It is a tacit understanding that in a medium such as this, many will not
bother participating if they already agree with the "official" position. I
think it can be fairly stated that those in "dissension" are more likely to
voice an opinion on the matter. I am fully aware of that phenomenon.
I still believe it can be predicted that a certain percentage of players
(size indeterminate) will interpret the rule in a different way.
I would add this:
Don't Bother Replying Because They Never Bother Replying = untold numbers
Don't Bother Replying Because They Are Unsure = untold numbers
