Listers,

In KGP the conditions are always wet. With that in mind looking at E3.51 and 
E3.54 Do units have to spend the extra MF/MP to change elevation in any 
scenario of KGP?

If not can someone tell me what the effects are for a wet EC other than for 
kindling/fires?
