I have to agree with Seth's comments, having the vehicle stop as
"punishment" is completely arbitrary, and indeed it may be exactly what the
owning player wants. Would you therefore impose some other "punishment"
instead? Do you really think the game is about "punishing" opponents who
don't remember all the rules all the time?
A.2 simply says don't worry about it, just keep playing. I don't see
anything in the rules about "people who forget rules must be PUNISHED".
Good players forget rules less often. That's all the "punishment" that
needs apply to people playing such good players; their opponent's command of
the rules will probably lead to them being in a difficult position. That's
the essence of competition, not scoring cheap points due to your opponent's
errors. There are no "penalty kicks" in ASL, nor should there be.
