It may even benefit him.  If I recall correctly, being Stopped makes it
easier for a vehicle's Gun to hit a target.

Absolutely.  I did just that this past weekend during our club playoffs
(he rolled a 4 BTW).  Repair dr's should be mandatory IMO.  Therefore,
phase has no bearing on when it occurs.
