Just what is the "correct" way?
Believe me, I could make a very extensive case of the many, various
anomamlies that occur due to DRM. The conversation so far has revolved
largely around the penalties found in A7.52, and whether and how those apply
to a FG. (e.g., how is "worst possible case" applied?) When other DRM are
factored in to a FG, some very strange situations occur for those who think
that all DRM should utterly and completely be cumulative.
The reason I haven't done so, is 1) I haven't had _that_ much time lately,
and 2) listers must surely be getting bored by now.
Rather than concentrating on the _cause_ of a particular DRM, (e.g. CX,
Hindrance, Wire, Encircled), one should concentrate on the _net effect_ for
each DRM (+1, +2, +3, etc.). A +1 DRM has exactly the same net effect,
regardless of how it was caused.
If three separate units in three separate Locations form a FG, and each
individually has a +1 DRM (***for any reason***), just why exactly should
the _cumulative_ effect be +3? If each such unit fires, it would suffer a
+1. If they happen to be firing at the same time (FG), it should still be
only +1.
Okay, I'll say it just so I don't get roasted: This is only my opinion.
