This is a matter of game philosophy Bruce.  You screw up, you pay for
it.  

Recognizing the fact that the vehicle missed a turn of movement may be
penalty enough, having it Stop, thus losing its Motion status, is a good
abstraction that represents the indecision of the cardboard tank crew
and their melon head of a commander.

In making the vehicle that forgot to move Stop, one also increases the
odds of hitting it with an ATW and possibly destroying it.  Once
destroyed, we won't have to worry about our opponent "not" moving that
vehicle anymore now will we.

Taken as a whole, that is a very satisfatory process in my opinion.
