I think the "/" in the phrase "Inherent FP/SW" means that both FP and SW
being referred to are Inherent. I.e., it refers to the Infantry's Inherent
FP (A1.21) and its Inherent SW (Index), if any. If this was not the case,
it would only have to say "any FP/SW" and be done with it. The reference to
Inherent is significant, I think.

It seems silly to me, as well.
According to how I would interpret it, firing an additional SW, as long as
the unit is able to fire two SW, will not penalize the first TA.
