I was only looking at D2.4 without considering A.2.
If the players can't agree on what to do, A.2 would apply.

I feel compelled to respond.  To me, A.2 essentially says that when an error is noticed,
the status quo governs, nothing changes, it's history.  What you are suggesting changes
the status quo, and thus to me, violates my interpretation of A.2.

While it is true that D2.4 says what you say, is it not also true that to Stop a vehicle 
must expend an MP?  So, if you are going to Stop the vehicle, it is expending an MP. 
Can it change TCA on that expenditure?  BU or CE?  If it can expend one MP to stop,
why can't it expend 2MP and chnage VCA before it stops?

Perhaps more compelling from my POV:
If the mistake were not noticed until the DFPh and your opponent said "Hey, I forgot
to move this Motion vehicle so it is now stopped and will DF with no Case C DRM" would
you agree?  How about if it was the owning player's PFPh and he said that so that he could
Smoke your killstack, or apply Case L against your best AFV that you moved ADJACENT
on the assumption that the vehicle was in Motion?  How about if a victory Location can be 
controlled by a stopped AFV but not a Motion AFV and it is now the game end and the guy 
claims this?  

To me, the answer to all is these is
plainly that the vehicle is in Motion and will pay the Case C DRM.  But the ASLRB needs
to be applied consistently, so if I would deny my opponent the benefit in any of these
situations, I can not claim it when it is advantageous to me.
