I suggest you read D2.4 again.
In order to stay in Motion you need to spend all your MPs. You can do this by actually moving OR stop-delay-start.
He did neither of those. So he cannot stay in Motion.
Conversely you can argue that he did not spend a stop MP either.

So it boils down to an argument.
Should we consider him to have stopped-delayed-started or should we consider him to have stopped?

I prefer to consider him having stopped.

Who said anything about expending Delay MP?

You haven't answered the question.  Why should a unit that doesn't enter a
new hex in the MPh be prohibited from remaining in Motion?  What rule
specifically requires that the vehicle drop out of Motion status?  Hint: the
answer is "there's no such rule".*

Even if there were such a rule, A.2 applies.  A mistake was made, move on
with your life.

And as I said elsewhere, in the grand encyclopedia of ASL rules errors,
forgetting to move a vehicle rates somewhere between leaving your dice at
home and forgetting to tie your shoelaces.  Hardly any sort of big deal that
requires draconian measures -- especially draconian measures that are not
actually called for by the rules.

(* In SL/CoI/CoD rules, IIRC, a vehicle that remained in Motion was
*required* to enter a new hex in the next MPh.  That rule doesn't apply to
ASL.  Perhaps this is what is confusing you?)
