Yep.  What does that have to do with moving to a new hex?  Here's your
exercise for the day: how can I expend all of my MP without entering a new
hex and without expending any Delay MP.  There are several correct answers.
(Of course, stop-delay-start is a legitimate tactic too, very simple and
remarkably consistent with the rules.)

None of them, of course, are important in this example, because of A.2.

And why didn't he do them?  Because he FORGOT.  You, as his opponent, also
forgot (or chose not to remind him).  So how is this dilemma resolved?  It's
called A.2.

Actually, we consider that it matters not-a-whit, apply A.2 and stop whining
about it.  (Aka "SHUT UP AND PLAY!")

That's nice.  Fortunately for your (hypothetical) opponent, he can simply
invoke A.2 and not listen to your bizarre (not to mention wrong)
interpretation of the rules.
