"Why?  What does "not moving" have to do with remaining in Motion?"
The definition of Motion Status in D2.4 does not allow you to use delay MP's throughout your entire MPh in order to keep the Motion
Status. In fact, D2.17 prohibits you from using delay unless you stop first.
So in this case, as he didnt move and didnt stop-delay-start, he cannot keep the Motion Status.

Why?  What does "not moving" have to do with remaining in Motion?  They are
distinctly different game concepts.

As A.2 mistakes go, forgetting to move a vehicle (whether it's in motion or
not) is pretty harmless -- not even worth commenting on other than, perhaps,
"d'oh!".
