what if the the hex with the single squad has clear LOS to a target, and the

No; it's still a FG and the Leader can't affect their fire. See A7.531.

In addition, if both squads formed a FG they would still have to add +1 to
their shot even though one squad's LOS doesn't pass through a hindrance. See
A7.52.
