I don't see this answered in the rules.

A Bridge is not a part of the Gully, it is a separate Location.  Crest 
Status is still part of the Gully Location.  Rubble falling into a 
Depression exists at both levels because both levels are a part of the same 
Gully Location.

Common Sense tells me that rubble falls onto the bridge, and falls onto the 
Gully in those parts not covered by the bridge.  I.e., if you enter INTO the 
Gully from a road hex (connected to the bridge), you would enter at the 
Gully rate and not the rubble rate, because any would-be rubble from that 
aspect would be on the bridge.  So much for Common Sense.

The rule in question ("transforms any non-Water Obstacle terrain it falls on 
into a rubble counter at ground level") directs us to place rubble at ground 
level.  The ground level in this case, as is clearly indicated in A6.3 
regarding Depressions, would be at the level of the Bridge, so the Bridge 
Location receives a rubble counter.  It could easily be argued from this 
that rubble does _not_ enter a Gully if it instead lands on the bridge.

Huh?  A rubble counter is not an informational marker.  It ("a rubble 
counter") is placed in the hex.  What you state here would be a house rule, 
not a game rule.
