I was looking for a definition of "ground level" and couldn't find it.  I 
totally missed A6.3, my bad.  You know what this means, of course.

Per B24.121 then, falling Rubble would not fall INTO a Depression.  After 
all, if falling rubble places a rubble counter "at ground level", and a 
Gully is not at "ground level", it seems like the rubble counter would not 
affect the Depression.

Of course, B24.2 goes to a lot of trouble to describe the mechanics of 
rubble for Crest status and for Depression, and suggests that the rubble 
affects the Depression as well.  Which by a strict reading contradicts 
B24.121.  Then again, by Rules Order Precedence...

And check this out: B6.4: "A unit beneath a bridge is depicted by placement 
beneath a bridge counter..."  So, if the rubble counter is placed on top of 
the bridge (B24.121), presumably units beneath the bridge (which would be 
beneath a bridge counter, which is beneath a rubble counter) would not be 
affected by the rubble...  Interesting...

I guess the whole falling rubble section is jacked.
