No, please read the rule closely. First, you can only clear a Rubble hex if
the terrain is non-building. As far as any other terrain is concerned, it
says very clearly to remove the Rubble counter if all hexsides are covered
by a TB. Barring a declaration to the contrary, whatever was there before
the Rubble was cleared, would be there after the Rubble is cleared.
