As per B24.71. A cleared Rubble hex is marked with a TB counter. Then last
sentence: "If every hexside of the rubble hex is crossed by a TB, the rubble
and the TB are removed". I.e., the terrain reverts to what it was. Woods
would become woods again. A Wall would be in effect for movement purposes
if its hexside is covered by a TB, also per B24.71.
As far as a Gully is concerned, B 24.2 makes it clear that Rubble fills the
entire hex, so that would include the Gully, but it wouldn't negate the -1
level, because B24.2 referst to both a Crest status and a Depression level
in a gully-rubble hex.
