So?  Is there terrain in those half-hexes?  Yes.  Are we to assume that
printed terrain doesn't exist if there's no hexgrid enclosing them?
Certainly not.  There's no hexgrid enclosing the half-hexes on *every single
geomorphic board*, and no-one would reasonably suggest that *they* are not
in play.

There is nothing in the rules to indicate that a hex is only a "real" hex if
it has a centre dot.  The centre dots are there for the convenience of
stringing LOS, that's all.

You should instead be asking: why did the person who drew the VASL map leave
off those obviously playable half-hexes?  Why did those people I was
watching decide to ignore those obviously playable half-hexes?
