[ASLML] Offboard Observer

Hello!

I'm in the process of setting up my forces for SP067 "Backs to the Orne" and 
I have a query on the offboard observer I get for my OBA.
SSR 4 says I have an offboard observer at level 3 on the west edge, however, 
C1.63 talks about offboard observers being on an offboard hex.
Does the SSR imply that I have to choose a hex on the west edge, or does it 
mean I can draw LOS for my OBA ARs, SRs etc. from anywhere on the west edge?
I'm guessing its the former, but am looking for clarification!!
