I'm pretty sure these half-hexes do actually exist and are playable.  I think of
it like this: if you look at any geomorphic mapboard, there are half-hexes on
the borders (and the half-hexes in the "0" position of rows B-D-F... are most
similar to the Nhpum Ga map, since they are unlabeled).  If you were playing a
scenario on a single geo mapboard, would you think you could setup for offboard
entry on those half-hexes?  Would you doubt that you could setup onboard on
those half-hexes?  The answer to both should be "no".  Any HASL map should abide
by the same standard.
