[ASLML] Nhpum Ga map

I posted this in the last days of the old list, so maybe some people didn't
get it.

Please, take out your Nhpum Ga map (the ORIGINAL, not the VASL one!).
Take a close look at half hexes like B0, D0... do you see that the hexgrid
ends around A1, B1, C1...? Also, there is no center dot in Bo, D0... but
there is room for it. Notice also the A17 half hex. Basing on this, and
basing on how the VASL map is traced (shaded half hexes like B0, no half
hexes like A17 at all), and on the fact that I've seen two guys playing this
way, my question is: are those half hexes in play? Should we refer only at
the interior of the depicted hexgrid when talking about "map" in this case?
Who draw the VASL map this way, and WHY?!?
