I don't know the official answer.  This is my opinion only.

Since there is not an ASL definition of "manned" (thankfully, I would say), 
the normal English definition will have to do.  The phrase "can fire neither 
its MA nor its CMG while CE" sounds to me like the CMG is not being manned.  
In that case, I would apply the -1 DRM of A11.51.

The tank victim in this case would get a double whammy, since it would also 
suffer the -1 DRM for CC vs a CE CT AFV.  Ouch.

Interesting question.
