R9.62162 says "For all CG Night Scenarios there is no Moon and Scattered
Clouds.  Determine Base NVR per E1.11."

E1.11 therefore tells us that the "NVR Modifier" is "-1", which is added to
"3", yielding an NVR of "2".

Where's the fun in that?  (Specifying the moon and cloud cover means that
you *know* to use the normal E1.12 NVR Change rules.)
