[ASLML] ABTF NVR ?

Hey,

The way i read the rules for NVR in ABTF is that it will always start at 2.  
Is this right or iam i missing something?

Why not just say "NVR is 2 for all ABTF Night scenario's" instaed of "There 
is always no moon and scattered clouds blah blah blah."
