What... you mean you're confused by A20.21?!? ;-) :-)
Treat the two sentences independently of each other, not complementarily.
They are talking about two separate instances, albeit in the typical ASL
run-on paragraph sort of way.

that are in Melee, Berserk, or vehicular; instead, they will always
*attempt* to rout away, even if Disrupted. If it is not possible to rout
away (due to the proximity of other enemy units, for instance) they will

It would make more sense, perhaps, if the 6th sentence were actually the 2nd
sentence. And actually, the 5th sentence could be considered the EXC for
the 6th sentence.

Believe me, you're in good company. I think there is widespread agreement
that section 20. is perhaps one of the most confusing sections in the tome.
