The rules just say that rooftops are treated as another building location
"except as modified below".... I don't see anything in there that eliminates
the CA restriction for a rooftop MMG / HMG. So the CA would be restricted.

You have to look at the rules, and try not to imagine what's happening in
"real life". :)
