Yes, by A9.21, such an HMG would have restricted Field of Fire.  If you need an
RA for it, just imagine the rooftop looking like any of thousands that grace the
skylines of a large city, littered with stairwell access points, chimneys,
skylights, etc.  These could be construed as pretty good impediments to fire.
