You've answered your own question.  One "could imagine" many things, but
what's important is what the rule actually *says*.  The rule *says*
"building hex", and makes no EXC for rooftop Locations.  Therefore, CA
restrictions still apply.

Rule of thumb: if you have to resort to a reality argument to make your
(preferred) interpretation of a rule valid, you're probably wrong.
